Some requests sit outside the segments. Two routes cover almost all of them.

Raise it on Slack with the relevant regional management, and ask the partner to write to start@ratehawk.com, when:

the partner segment field is empty
the registration is new and the partner has an account manager but no sales manager
the account manager is not responding

Raise it in #ratehawk-eng when:

the partner matches none of these segments, or the routing looks wrong for the request in front of you. Do this before committing to anything with the client.
a segment rule appears to have changed, so the checker can be corrected for everyone.
